I am trying really hard here

How come I can come across what I've written and then they tell me it's not enabled???? Just some half an hour ago I thought I was an IT guru - now I'm back where I started - can it really be that difficult to set up a blog site - "Not Going There" by the way - keeping on trying¬!!!!!
